Critical infrastructure cybersecurity relies on security framework protection based on layered vigilance, readiness and resilience.  These fall under the guiding elements of risk management and should be dynamic enough to counter such attacks by Identifying, Protecting, Detecting, Responding and Recovering. 

To prevent and detect such attacks on critical Information Infrastructure requires a holistic approach to design and implement an ecosystem and robust framework with specific strategies, tactics and proactive capacity building measures.  

National Critical Information Infrastructure Protection Centre (NCIIPC) is an organization which is a National Nodal Agency designated in respect of Critical Information Infrastructure (CII) Protection. The vision of NCIIPC is to facilitate safe, secure and resilient Information Infrastructure for Critical Sectors of the Nation. It also has a responsibility to oversee that the CII of critical sector organisations are regularly and periodically inspected and audited for compliance of ISMS and desired rules and guidelines.  

Critical Information Infrastructure, by definition, is the backbone infrastructure supporting our National Security and Growth. This infrastructure is spread across multiple (Energy, Power, Finance etc.) sectors and domains (Government, PSU, Indian Private entities, etc.) and protection of these CIIs is of paramount concern to governments worldwide. 


In order to create a trustworthy cyberspace, it has become imperative to create a cyber security assurance framework consisting of various components of accreditation, inspection and certification. This will equip the certified organisations to establish confidence by independent check and attestation of compliance to the prescribed technical criteria and procedures. Moreover, to foster the same, it is required to have in place a pool of certified resources (individual professionals and organisations) imparting training and consultancy services to CSEs having CII for successful implementations of criteria and procedures. 

To create “Ecosystem of Trust” for which Quality Council of India (QCI) is working towards creating conformity assessment framework incorporating the following: 

  1. Scheme for Inspection and Certification of CSEs having CII and Accreditation of IBs and CBs 
  2. Certification System for Cyber Security Competence of IT and ICS Professionals. 
  3. Accreditation Schemes for Cyber Security Consultancy Organisations and Training Bodies
